Answer: ULGA is the National Association for District and Lower Local Governments in Uganda formed in 1994 by the District Chairpersons as Uganda Local Authorities Association (ULAA) which was later re-named Uganda Local Governments Association (ULGA). ULGA is a registered legal entity as an Association under its Constitution and is also a body Corporate having been registered as a company limited by guarantee in 2006. MANDATE: To unite Local Governments, and provide them with Association member services, and a forum through which to come together and give each other support and guidance to make common positions on key issues that affect Local Governance. ULGA carries out this mandate through lobbying, advocacy and representation of Local Governments at local, National and International fora. 3. VISION, MISSION AND GOAL OF ULGA: The vision is united and efficient local governments in Uganda, while the mission is to unite all local governments and build their capacity for efficient and effective services to the population. The goal is to build democratic and accountable local governments capable of delivering efficient and sustainable public services. OBJECTIVES: 1. To support a strong ULGA uniting and representing the interests of her members 2. To promote trusted LGs performing their mandated functions in a manner that is accountable and transparent 3. To ensure a conducive policy, legal and regulatory framework for decentralization and operation of LGs.
