Answer: The Natomas Basin Conservancy was incorporated on October 21, 1994 as a California Non-profit Public Benefit Corporation. It first employed staff on March 15, 1999. The Conservancy is the Plan Operator of the Natomas Basin Habitat Conservation Plan (NBHCP) and the Metro Air Park Habitat Conservation Plan (MAPHCP). The mission of the Conservancy is to promote biological conservation along with economic development and the continuation of agriculture in the Natomas Basin. The NBHCP establishes a multi-species conservation program to mitigate the expected loss of habitat values and take of protected species that result from urban development, operation of irrigation and drainage systems, and rice farming. The goal of the NBHCP is to preserve, restore, and enhance habitat values in the Natomas Basin while allowing urban development to proceed according to local land use plans. Parties to the NBHCP include the California Department of Fish and Game, the City of Sacramento, County of Sutter and the U.S. Fish and Wildlife Service in addition to the Conservancy. The City of Sacramento and County of Sutter are not parties to the MAPHCP. The organization is governed by a 10-member Board of Directors. All Board members are appointed to three-year terms of office by the City of Sacramento and the County of Sutter. The City and County each appoint five members to the Board of Directors.
