Answer: Delfin Midstream is a leading developer of LNG export projects in North America using FLNG (Floating LNG technology). FLNG has successfully been developed over the past decade and floating liquefiers offer a low-cost solution. Compared to onshore LNG projects the fundamental differentiators for Delfin are the ability to take FID on each FLNG vessel of up to 3.5 MTPA at significantly lower cost levels than large-scale onshore plants (of >10 mtpa). Secondly, Delfin constructs the FLNG vessels at efficient shipyards with Asian financing & credit support. Its anchor project is the Delfin LNG project offshore Louisiana. The company has completed the permitting work under the Deep Water Port Act and received the Record-of-Decision from MARAD for four FLNG Vessels. Moreover the company received the Non-FTA export license for up to 13 mtpa from the Department of Energy. Delfin owns the 42 UTOS pipeline and onshore facilities in Johnson Bayou and has long-term lease rights on the 42 HIOS pipeline, which enables the company to re-purpose these pipeline facilities to supply feedgas to the four FLNG Vessels. Delfin is currently working on the commercialisation of the first FLNG vessel. Furthermore, the company owns the 30 Grand Chenier pipeline, which offers an expansion potential adjacent to the Delfin project for another 2 FLNG vessels with a total export capacity of up to 8 mtpa. Planning work for permitting activities is underway. With Floating LNG technology established as a proven industry, Delfin Midstream is pursuing additional project opportunities in North America to expand the portfolio and to capitalize on the shale gas revolution combined with its low-cost FLNG technology.
